ECONOMIC DIPLOMACY AND TECHNOLOGICAL INNOVATION IN EUROPE’S NATURAL DISASTER RESPONSE-

Abstract : Natural disasters in Europe, exacerbated by climate change, demand innovative and coordinated strategies for effective risk management. This report examines how economic diplomacy supports disaster resilience by enabling cross-border partnerships, mobilizing resources, and fostering collaboration among governmental and non-governmental organizations (NGOs). Key EU mechanisms, including the Union Civil Protection Mechanism1 (UCPM) and regional funding initiatives2, provide essential support. However, enhancing resilience further requires the integration of technological innovation, active community engagement, and continuous economic diplomacy.
Introduction : In an era of escalating natural disasters, such as the recent DANA storms and severe flooding across the region of Valencia in Spain, proactive disaster preparedness and international collaboration are critical to safeguarding communities. The recent SETOFF International Conference: Advancing Security Innovation in Europe3, hosted by Finnova Foundation4 at the European Economic and Social Committee on 6 November 2024, brought together European institutions, NGOs, and government leaders for an in-depth exploration of strategies to mitigate natural disaster risks. Europe's response to increasing natural disasters has evolved into a complex landscape requiring advanced risk management strategies and substantial cross-border collaboration. As part of these efforts, economic diplomacy has become a critical component, providing the financial and cooperative frameworks needed to address shared environmental threats. By enabling resource-sharing, securing investments, and fostering international partnerships, economic diplomacy ensures that communities, governments, and institutions can work together effectively in times of crisis.
